GENERAL INFORMATION

In compliance with the document ОР-03.120.00-КТН-071-09 the non-destructive testing specialists, working on the objects of the PLC “AK Transneft”, have to pass an additional attestation in order to get the Permission to conduct such works. 

The necessity to conduct additional attestation is due to the existence of the requirements of the PLC “AK Transneft” to the qualification of the non-destructive testing specialists in the area of the conduction, evaluation and execution of the testing results.

Additional attestation of the NDT specialists is conducted by the NOUDO “Research-Training Centre “Testing and Diagnostics”, authorized by the “PLC “Diascan” as the Independent body on personnel certification.

Additional attestation can be conducted in Moscow in the office of the RTC “Testing and Diagnostics” or as the on-site certification. In case of on-site certification, the specialist, responsible to the conduction of the additional attestation form the client side, has to follow a special instruction.

 
ACCESS TO THE ADDITIONAL ATTESTATION

In order to be accepted to the qualification exams for the purpose of the additional attestation the candidate has to provide the Authorised Independent body on personnel certification:
• completed application;
• copy of the document about the base education of the candidate (assured by the stamp of the enterprise);
• work experience of the candidate (not less than 1 year) confirmed by the documents, on the given NDT method;
• documents confirming that the candidate passed the course on the preliminary preparation on the specific NDT method on the programme compliant with the “Requirements to the personnel qualification in non-destructive testing” (Attachment 4, ПБ 03-440-02);
• copy of the valid qualification certificate of the candidate on NDT by the corresponding method (assured by the stamp of the enterprise);
• copy of the valid certificate of the candidate on the inspection of the knowledge of rules on safety acting on the objects 6.4, 6.5, 6.6 in compliance with the Attachment 4, ПБ 03-440-02
• positive medical conclusion (certificate) regarding a current state of a candidate’s health;
• personal application of the candidate for the examination with an indication of the NDT method;
• two photos in colour (3x4 sm);
• document confirming the payment of the services.

PRE-ATTESTATION PREPARATION.

A pre-attestation preparation consists of the course of the lectures on the features of the object of testing and on the application of the specific method as well as the practical training on the objects of testing and use of the specific method, as well as practical training on the samples an compliance with the documents of the PLC “AK “Transneft”. The length of the preparation is 6-8 hours.

CONDUCTION OF THE QUALIFICATION EXAM AND SOLUTION ON THE ATTESTATION

The qualification exams consist of the following parts:
• special exam;
• practical exam;
On the special exam the test of knowledge is conducted by the specialist of the NDT technology in compliance with the standards, normative and methodological documents, operational in PLC “AK “Transneft” on each of the claimed objects and methods of testing.

On the practical exam a candidate has to demonstrate his abilities to conduct testing ant quality assessment in compliance with the standards, normative and methodological documents, operational in PLC “AK “Transneft” on each of the claimed methods of testing. The practical exam on the specific NDT represents itself a test of the examination sample with the drawing up of the relevant documents.


It is considered that the candidate passed the qualification exam if the following conditions were satisfied:
• a number of the right answers for each part of the specific exam is 80% of the total number of question;
• mark for the practical exam exceeds 80%.

The attestation commission of the Authorised Independent body on personnel certification together with the representative form PLC “CTD Diascan” make a decision on the attestation for the right of access to the work on the objects of the PLC “AK “Transneft” .
In case of the positive decision on the additional attestation the authorized Independent body on personnel certification issues the Permit. The Permit can be valid from 1 to 3 years and is set by the attestation commission of the authorized Independent body on personnel certification.
